Born in Québec, writer, literary scholar and peace activist, Julia Grace Wales, travelled to The Hague in 1915 to participate in the Women’s Peace Congress. In the Hague, she presented a draft of her plan: Continuous Mediation Without Armistice that was unanimously adopted at the conference. 

Using archival documents from the Library and Archives Canada as well as other documents and photos, the book makes connections between traces of the past and today’s’ technology, water, The Hague and Ottawa.
